Administration improvements

The following improvements have been made to the administration of Meridian Enterprise:

• Oracle 12c R1 is now supported.
• A new client registry value UseWebHelp has been added that controls whether local help content (.chm) or online webhelp content (.htm) is shown when the user presses F1 in a Meridian client application. The new value WebHelpBaseURL has been added to specify the location of the online webhelp content.
• The SQL Server database for storing the metadata of a vault may now be created before creating the vault itself. A new option Database exists appears in the New Vault Wizard to control whether the wizard will create the database automatically.
• The Vault Consistency Wizard now detects multiple property definitions with the same names but with different data types and logs the errors to the Check.txt file and the Windows application event log. Such duplicate properties were only possible in very old vaults and are prevented from being created in recent versions.
