Moves a document to another workflow state.

    State As DWF_STATES,
    Comment As String, '
    TodoPerson As String)

Parameters
Name	Description
State	The target state
Comment	Message that will be appended to the document log
TodoPerson	The To Do person for the target state

This method will fail if the target state is not valid.

The state must exist in the workflow diagram defined for the document type.
The user must have the required privileges.
The transition from the current state must be valid. It is not possible to skip intermediate states.
